Chambers was born in 1932 in Herington, Kansas. He attended the United States Naval Academy and graduated in 1955. After completing flight training, he served as a naval aviator for several years. In 1964, he was assigned to the USS Enterprise, the world's first nuclear-powered aircraft carrier. Chambers served as the ship's air operations officer during the Vietnam War, and he was awarded the Silver Star for his bravery in combat.

After the war, Chambers continued to serve in a variety of leadership positions. He commanded the USS Nimitz, the world's largest aircraft carrier, and he served as the commander of the Naval Air Force Atlantic. In 1987, he was promoted to rear admiral and appointed as the commander of the Naval Air Systems Command. In this role, he oversaw the development and procurement of all naval aircraft.

Chambers retired from the Navy in 1992. He went on to serve as the president of the National Defense Industrial Association and the chairman of the board of directors of the United States Naval Institute. He also wrote several books on naval aviation and leadership.

Chambers passed away in 2020 at the age of 87. He was a highly decorated and respected naval officer, and his legacy will continue to inspire generations of naval aviators.
